Duties and Responsibilities:

The position is in support of the IT/IM Organization’s Documentation Team. The products developed by this team include, but is not limited to: Presentation of Management Briefs, User Manuals, Training Manuals, Reference Manuals, Handbooks, Release Notes, Lifecycle Documentation, Test Plans, Brochures, Guidelines, Training Presentations, Online Help, Standard Templates, and Website Content. This team provides writing, editing, and documentation consulting services for IT/IM products and services, including software and Web site products. The team specializes in writing professional, comprehensive, and easy-to-understand computer software and Web site user documents, from simple quick start guides to comprehensive reference manuals.
Work with IT/IM senior management to develop and distribute standard corporate communications; develop and implement a branding strategy for 7.2. organization to include developing 7.2 Corporate Style Guide; perform software and web site design and requirements analysis; test for interface usability and functionality (including Section 508); assist with test plan development; write, revise, edit, and proofread user documents explaining how to use the software or Web site. (Many of our documents are used for training.); convert and enhance documents for electronic publishing in accordance with DoN standards; establish and maintain document configuration control; maintain a document archive library; ensure consistency of use of corporate style throughout organization’s documentation; ensure quality control of all 7.2 written materials, both internal and external; create and maintain corporate 7.2 organization external (customers) and internal (employees) image to include articles, press releases, photos, and awards; add visual communications & graphic design to list of services offered; develop professional layout designs for 7.2 Organization’s presentation/documentation products including logos, cover art, technical illustrations, instructional design, visio diagrams, etc; develop advanced computer-based training aids; study drawings, specifications, mockups, and product samples to integrate and delineate technology, operating procedure, and production sequence and detail.
The Technical Writer will be expected to participate in most of these activities.

Education and Relevant Work Experience Requirements:

HS diploma with 0 to 4 years experience in technical documentation preparation.

• Experience in use of Microsoft products to include: Excel, Powerpoint, Visio or equivalent diagram tools.
• Experience with Photoshop, tools to create CBTs, etc.
• Knowledge of web technologies such as html, xml, etc.
• Knowledge of DoD standards such as Section 508.
• Knowledge of DoD technical writing for Test Plans, Memorandums, Press Releases, etc.
Develop and maintain installation, configuration, how-to guides, and/or on-line help for both customers and employees.
• Work independently and with a team of writers.
• Ability to interface, interview, and document customer’s requirements to evolve training/documentation products.
• Ability to research information, organize their ideas, and translate technical terms into text that a reader can understand.
• Edit, standardize, or make changes to material prepared by other writers or personnel.
• Review published materials and recommend revisions or changes in scope, format, content, and methods of reproduction and binding.
• Select or create photographs, drawings, sketches, diagrams, and charts to illustrate material.
• Interview production and engineering personnel and read journals and other material to become familiar with product technologies and production methods.
• Observe production, developmental, and experimental activities to determine operating procedure and detail.

Duties and Responsibilities:

This is a new requirement supporting a new IT/IM 7.2 initiative with the 7.3 Total Force Strategy and Management Department. The high level scope of the project at this time includes the activities associated with the development of NAVAIR competency Requests for Personnel Action tracking activities. The goal of the project will be to improve metrics associated with the local RPA process and reduce errors associated with the workflow and proper procedures within NAVAIR competencies, including 7.3.
This position will be responsible for analyzing the current process documents, working with the functional users to turn the process flows and business requirements into functional requirements and detailed requirements documents. The first phase of the project (goal to be completed by the end of the FY) will be to refine the scope, develop the high-level requirements, and work with the project managers in IT/IM 7.2, customer, and 7.2 1 Customer Requirements Management team to develop the POA&M, customer agreement and cost estimates for the entire life cycle of the project. It is anticipated this resource will continue to be a key resource on the project throughout its life cycle.
This individual will conduct meetings to gather, develop and document all aspects of functional requirements associated with an Enterprise software development project, understand the business process and translate them into functional requirements documents. This individual will be responsible for developing associated life cycle development documentation, including project scope, software development plan, requirements document, system specification document, and use case documentation, and maintaining configuration management of the documentation. Additional responsibilities include working closely with the development team to ensure code is developed in accordance with the functional requirement documentation.
The individual will also be responsible for testing documentation and integration/acceptance test specifications. Additional responsibilities include working closely with the development team to ensure code is developed in accordance with the functional requirement documentation. The individual will be required to attend, coordinate, and document meetings with the customer and to work with little or no supervision.

Education and Relevant Work Experience Requirements:

Bachelor’s Degree with 5 years of experience; with a HS diploma, 9 years of experience.
This candidate should be familiar with business process modeling techniques including the Unified Modeling Language (UML). Experience with business modeling software tools is desired. The individual will serve as the key functional lead in understanding and being fluent in the business processes and functional capabilities. They will be required to attend meetings independently and to work with little or no supervision. Additional responsibilities include working closely with the development team to ensure code is developed in accordance with the functional requirement documentation. The individual must be familiar with the use of MS Office Products such as; MS Word, Excel, Access, PowerPoint, and Project application software. The individual must demonstrate excellent communications skills in both oral and written forums. They should be able to recommend changes to the development / testing processes for process improvements. They must be able to work with upper echelon program management and be able to support program requirements with quick and responsive turn around. Prior experience in supporting large scale software development projects is highly desired. Familiar with HRO application, NAVAIR terms, meanings and definitions is a significant plus.
